Change is only Paper, or there's some substance ?

  I see quite a lot of the street kiosks, those temporary buildings without foundations, summer terrace decks, not alone in Kiev, other big cities, being taken up, some lifted whole by crane, they made some order to remove all, or face fines, something : they are quickly gone. It is based on some set of factors : these kiosks compete with fixed stores, and in the past, I had seen that they harbored a lot of rats, swarming out from under them after dark. So it's a public health thing I guess. But then what do these Kiosk owners, workers do, once their deal is gone?
    One finds a constant struggle for change every day,  on the street stalls, the small stores and shops to make change, and that's mostly about making change for a 200 UAH, or a 100 UAH, a lot of times it all hinges on a .50 kopek. A muted drama can quickly unfold over change. As one hears about how people actually interact with the new government, dealing with papers and the like, one hears that yes, the bribes have greatly subsided, or vanished, unless you need to get something serious or complicated done. Maybe the fees have gone up, and delays gotten more lengthy. I heard from a musician friend that his studio had to take care of some stuff at the Kyiv City Administration, it was the first time for him that there was no bribe. Perhaps  it was some time since he needed something.
I heard things were largely bribe free 1.5 years ago, but that was a generalization.
So, is it both paper and in fact that Things changed? I hope that  the worst corruption has been uprooted . Yet what is change?  http://www.scottlondon.com/reports/change.html  (abstract about change as a process)


last night, so typical of Kyiv, they extended this red carpet totally blocking the sidewalk, up to 90%, and no one was there using it, not an attendant outside host,  they could have turned it 90 degrees a few feet past the steps, it would have been more courteous of the common people who weren't welcome to whatever this event was.  It is nice to have exclusive events and dress up all super star, but show some consideration for the regular people, or is my suggestion unwelcome ? Maybe the old people and handicapped need more exercise ?
It is quite likely that there will be more unrest and demonstrations in the next sequence of elections, as I hear it, but that is the beauty of this trying to change itself place : they are allowing demonstrations, free speech, and public expression.  But will external elements exploit this  ?
 Vice President Biden came and went, was it such a big deal it was to speak at the Verhovna Rada? He brought some aid money, an early Christmas present from America, some friendly advice perhaps. As the heir apparent, in the event the Clinton campaign derails for some weird reason, he has to look like he's ready to step into the Democratic party Presidential candidate saddle. I guess he's a decent guy, I won't judge him unless I get a chance to meet him.

I am just looking for a mobile street theater Brigade, that could be fun to watch, it's such a pity that all the good theater in Ukraine is behind closed doors.  A street theater could have had some fun here, playing off the outrageous : was all this show of carpet only for the ghosts / ?
